
Indian envoy visits MMSU

The Indian Ambassador to the Philippines, H.E. Shri Harsh Kumar Jain, and his spouse, Smt. Vandana Jain made their first official visit to Ilocos Norte on October 8, where they visited Mariano Marcos State University (MMSU) to deepen bilateral relations between India and the Philippines through research collaboration, academic exchange, and innovation partnerships.
The ambassador was welcomed by Dr. Bjorn Santos, Officer-in-Charge of the Office of the President, alongside the university’s vice presidents. The visit, described as both diplomatic and academic, forms part of the broader agenda to foster cooperation under the Strategic Partnership between India and the Philippines.
During the meeting, discussions centered on potential collaboration between the Indian Embassy and MMSU on various innovation and research programs. Notable areas of focus included garlic research, carabao studies, rice variety development, and engineering projects, fields where MMSU has established expertise.
On the academic front, both parties also explored the possibility of hosting Indian students in the university's academic programs, aligned with existing Philippine regulations on international student admission. Both parties will also explore opening more opportunities for student and faculty mobility between MMSU and Indian universities.
During the meeting, Ambassador Jain stressed the importance of strengthening India–Philippines relations through joint projects and programs that would benefit both nations. “Our visit aims to reinforce diplomatic and developmental ties through concrete, collaborative actions in science, education, and innovation,” he stated.
Dr. Santos expressed the university's appreciation for the initiative, noting MMSU’s existing partnerships with Indian universities and organizations. “We are honored by the continued interest of the Indian Embassy in our institution and look forward to fruitful collaborations in line with our shared vision for progress,” he said.
The visit comes as the Philippines and India commemorate the 75th anniversary of their diplomatic relations, marked by a series of bilateral initiatives and agreements to promote cooperation and address shared regional challenges.
As part of the Strategic Partnership between the two nations, formally elevated on August 5 through a bilateral Plan of Action (2025–2029) signed in New Delhi, India and the Philippines are strengthening cooperation in defense, security, trade, science and technology, and tourism. This includes the Program of Cooperation in Science and Technology and the Cultural Exchange Program, formalized during President Ferdinand Marcos Jr.’s state visit to India in August this year.
