Administrators reoriented on performance management

To become more capable of ensuring individual and organizational effectiveness, administrators of Mariano Marcos State University participated in a seminar-workshop on Strategic Performance Management System (SPMS) on May 18-19. 

 

Held at the MMSU Review Center, the two-day activity reoriented the college deans and directors on how to better implement the SPMS, a mechanism that links employee performance with office accomplishment to improve office operations. 

 

Atty. Rex Ami, director of the Civil Service Commission (CSC) - Ilocos Norte, served as resource person in the seminar. He emphasized the importance of performance management in attaining success of an agency, and discussed the guidelines in the establishment and implementation of the agency SPMS, and the PRIME-HRM (Program to Institutionalize Meritocracy and Excellence in Human Resource Management) Level 2 Standards for Performance Management. 

 

In a workshop, the participants reviewed the Office and Individual Performance Commitment and Review documents of some MMSU offices and colleges in terms of alignment, targets, measures, and desired outputs. 

 

Co-organized by the University Performance Management Team, Human Resource Management Office, and the Planning Directorate, the reorientation is essential in ensuring the successful implementation of the SPMS which has been existing in MMSU. 

 

“Through the activity, we hope that our university leaders will be guided in setting goals and activities of their respective operating units and in rating the performance of their employees,” said Mr. Don McArthney Tugaoen, chief of HRMO-Performance Management section. 

 

Implementing SPMS in the university is in line with one of ACHIEVE agenda of MMSU President Shirley C. Agrupis, the attainment of effective and efficient management system.

 

In 2022, MMSU was awarded with the PRIME-HRM Bronze Award (Maturity Level II) by the CSC. The recognition means that the university has met the standards of the four PRIME-HRM core systems: performance management; recruitment, selection, and placement; learning and development; and rewards and recognition.
