
PGIN, DOST, MMSU launch two digital innovations on knowledge, crime systems

The Provincial Government of Ilocos Norte (PGIN), in partnership with the Department of Science and Technology (DOST Philippines), and the Mariano Marcos State University - College of Computing and Information Sciences (MMSU - CCIS), launched INvest Knowledge Management System (KMS) and INPPO Crime Analysis and Case Monitoring System (CACMS), two major digital innovations under the Smart and Sustainable City Program (SSCP) on October 9.
The INvest KMS serves as a unified hub for investment and business-related data, enabling faster access to reliable information, promoting informed decision-making, and facilitating effective data sharing across departments. It supports dashboards and analytics, streamlined reporting and monitoring, secure role-based access, and transparent evidence-based governance.
Meanwhile, the INPPO CACMS equips local authorities with interactive dashboards and tools for tracking cases, allowing fast monitoring of crime data across the province, evaluation of investigator performance, and generation of insights for strategic crime prevention and response.
The MMSU-CCIS team behind the project’s development includes CCIS Dean Saturnina Nisperos, Prof. Wilben Christie Pagtaconan, Mr. Ralph Perdido, and Prof. James Patrick Acang. The programmers of the digital innovations are MMSU-CCIS alumni Mr. Emmanuel Adonay II and Mr. Jose Fernando de la Cruz.
Ilocos Norte Governor Cecilia Araneta Marcos also graced the launching event, along with Engr. Brian Rasco, DOST Ilocos Norte Provincial Director; Mr. Kent Ramil, DOST Ilocos Norte Senior Science Research Specialist; and Dr. Teresita Tabaog, DOST Regional Director.
The systems are components of PGIN - Central Data Management System (CDMS), which plays an integral role in transforming Ilocos Norte into a smart, sustainable, and secure province.
