THE EXTENSION Directorate\'s program on \"Transforming the Lives of Farm Households through Sustainable Technology-based Development: The Case of the MMSU Seedstock Dispersal Program (SDP)\" has been adjudged Outstanding Higher Education Institution (HEI) Extension Program in the country by the Commission on Higher Education (CHED).
The award, which comes with a P1-M cash prize and a trophy, was received Dec. 17 by President Miriam E. Pascua and Extension Director Marivic M. Alimbuyuguen in ceremonies held at the SEAMEO-INNOTECH in Diliman, Quezon City.
Earlier, the same program was chosen Outstanding Extension Program in Region I. As regional winner, it received a plaque of recognition and a cash prize of P300, 000. It was the first time CHED gave out awards to outstanding extension programs of public and private HEIs. The SDP is one of the flagship programs of the university’s extension unit. It presents a distinct model of a sustainable technology-based development endeavor through an established assistance mechanism involving the coordinated efforts and complementation of resources by academic, research, and development agencies, local government units, farmer-cooperators, and marketing outfits.
The SDP aims to improve farmers\' agricultural productivity and income through sustained supply and use of improved seed stocks as planting materials. Specifically, it aims to: introduce and make available to farmers new and recommended high quality seed stocks which are normally costly and inadequately available in the local market; enable farmers to produce high quality seed stocks for their own use and for commercial purposes using MMSU dispersal seed stocks; and increase the intensity and frequency in the use of high quality seed tocks for planting purposes by farmers.
The SDP has not only transformed the lives of farm households but has also evolved strategies of project management in the university’s extension directorate through the adoption of innovative management strategies for sustainability (IMSS). On the part of the university, the IMSS was able to promote convergence, unity, and partnership of various extension programs of the university and other agencies. As such, the use of resources was maximized. In addition, the SDP, being community-based and client-oriented, comprehensive and integrated, and target-focused program, minimized waste of resources since services were provided to those who were really in need.
CHED presents the Outstanding Extension Program Award in accordance with the provisions of R.A. 7722 or the \"Higher Education Act of 1994\" promoting and enhancing the extension function of HEIs in the country. It aims to recognize and reward both implementer/s and the HEIs for their outstanding extension programs; encourage the conduct of extension work relevant and responsive to the needs of the community and society; and promote appreciation of the importance of the extension function of HEIs.
The 2008 National Evaluation Award Committee was chaired by Dr. Patricio S. Faylon, PCARRD executive director. Members were: Dr. William C. Medrano, CHED commissioner; Dir. Asterio P. Saliot, DA-ATI director; Dr. Lauro B. Tacbas, PASUC president; and Dr. Jean C. Tayag, CHED-Office of Policy, Planning, Research, and Information director.
