MMSU to obtain PRIME-HRM Maturity Level 2 award

By Daniel P. Tapaoan, Jr.

Committed to public service excellence, the Mariano Marcos State University (MMSU) will soon obtain the Civil Service Commission’s (CSC) certification of the Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM) Maturity Level II.

This is after MMSU met the standards of performance management, completing all the core systems of PRIME-HRM. A certificate of recognition in performance management was awarded to MMSU by CSC Ilocos Norte Director Atty. Rex R. Ami last November 3.

Earlier this year, the University hurdled the standards of the other three PRIME-HRM core systems: recruitment, selection, and placement; learning and development; and rewards and recognition.

“MMSU has already met all Maturity Level 2 requirements, which entitles the University to the PRIME-HRM award to be given by the CSC Central Office,” Ami said.

MMSU President Shirley C. Agrupis said the PRIME-HRM systems will serve as university’s compass in aligning its human resource management programs that are compliant with CSC standards.

“This recognition encourages us to strive even more in the pursuit of highest standards of HRM system,” she added.

The university has institutionalized its inclusive individual manpower development plan, revised the personnel scholarship guidelines, aggressively pursued partnerships with international universities to expand avenues for advanced studies and training, institutionalized its equal opportunity policy and revised its merit system for faculty and non-teaching personnel to align them with the recent issuances from CSC.

She also attributed this feat to the working teams of PRIME-HRM systems, “whose commitment never waver to reach the finish line.”

PRIME-HRM is a mechanism that empowers government agencies by developing their human resource management competencies, systems, and practices toward HR excellence. It entails greater engagement not just of the human resource management officer (HRMO) but also of the officials and the rank-and-file employees of the agency. (StratCom)
