THE CIVIL SERVICE COMMISSION (CSC) conducted an orientation and capability building program on Performance Management System (PMS)—Office Performance Evaluation System (OPES), Feb. 28-29 at the Conference Hall of the Ferdinand E. Marcos Hall.

CSC Regional Office Director Bienvenida L. Ragucos and Laoag City Field Office Director Nieves T. Duldulao served as speakers in the two-day event attended by 31 key administrators.

The activity is in compliance with Memorandum Circular No. 7, series 2007 directing all government agencies to install Performance Management System-Office Performance Evaluation System (PM-OPES).

It is also in consonance with Sec. 5 of Administrative Order No. 241 (Mandating the Speedy Implementation of RA No. 9485 otherwise known as Anti-Red Tape Act of 2007 and its IRR and Strengthening the Application Thereof) dated October 2, 2008 which direct all agencies to institute a Performance Evaluation System based on objectively measured output and performance of personnel and units.
