PROF. JOSE D. BINGAYEN, sixth dean of the College of Industrial Technology, was honored in a program that capped his 37 years in government service.

Dubbed as \"A Tribute to a Man of Action,\" the event, held July 1 at the CIT Social Hall, was attended by university officials, CIT faculty and staff, and friends and family of the honoree.

During the program, President Miriam E. Pascua thanked Prof. Bingayen for his dedicated service to the university, and commended him for his efficient leadership at CIT. Dr. Cesario Y. Pacis, current CIT dean, described him as \"a man worthy of emulation in nearly all aspects of his life.\" \"Prof. Bingayen aimed the arrow of his life and went through its trajectory with courage coupled with humility,\" said Dr. Pacis as he presented the honoree.

Bingayen’s route to success started when he finished his Bachelor of Science in Industrial Education, major in drafting technology, cum laude, at the La Union School of Arts and Trades in 1972. Because of his impressive scholastic achievement, he did not have to worry about finding a job as he was sought after by employers. Shortly after graduation from college, he was recruited to teach at the Jacobo Z. Gonzales Memorial School of Arts and Trades in Biñan, Laguna where he stayed for five years.

As years passed, his dream of serving his provincemates became intense until he found himself connected with the then Mariano Marcos Memorial College of Science and Technology in 1977. He stayed in Batac for two years and then transferred to the Laoag campus because of the need for his field of specialization.

Constantly thirsty for knowledge, he took up and finished his Master of Arts in Education major in Administration and Supervision in 1978 at the Northern Christian College. This paved his way to a more successful journey. He began to occupy administrative positions as OIC college registrar and student teaching in-charge.

Still wanting to grow professionally, he pursued another graduate course related to his major field at the Marikina Institute of Technology through a scholarship grant and finished it in 1987, the same year he started his doctor’s studies at the MMSU Graduate School.

This further strengthened his capability, skills, and qualifications to occupy more demanding administrative designations in the university system: as adviser of the college student council for two years, student affairs coordinator for nine years, associate dean for 2 years, and college secretary for almost 10 years. He finally became the sixth college dean from Aug. 15, 2003 to June 3, 2009.

In his term as dean, he spearheaded curricular revisions which further strengthened the program offerings of the college in both the undergraduate and graduate levels. Equipment and physical facilities were also improved as the income generating projects of the college have grown and become sustainable.

Because of his exemplary achievements in the field of education and public service, he was awarded as Most Active MMSU Institute of Technology Personnel for two consecutive years on the occasion of the university’s 13th and 14th foundation anniversaries in 1991 and 1993, respectively.

He is happily married to Mrs. Rosario A Bingayen, an equally active educator and public servant who was recently declared as DepEd Outstanding Supervisor in the region. As a couple, they are blessed with two successful daughters, Rhojoesa and Josie, and are doting grandparents to Jervin.
