
Project H2O boosts hydroelectric system management skills among Dingras locals

The Mechanical Engineering Department of the Mariano Marcos State University (MMSU) conducted a training session under its extension project, Project H2O: Harnessing Hydroelectric Opportunities for Community Empowerment on August 8, at Barangay San Marcelino, Dingras, Ilocos Norte.
The initiative aims to build local capacity in operating and maintaining the deployed pico hydroelectric system, and support remote areas by providing access to sustainable energy solutions like hydroelectric turbines.
Project Leader Engr. Neal Janus R. Pacis shared that the hydroelectric system was installed in 2023 and has undergone continuous improvement from 2024 to 2025 through undergraduate thesis projects.
Currently, five turbines have been installed, four of which are located in Brgy. San Marcelino, Dingras, and one in Brgy. Manalpac, Solsona.
“Fourth-year students will continue the improvements to ensure the system is well-prepared before installation. We also conduct regular monitoring,” he explained.
During the training, instructors Engr. Kendrick Cyrus Acidera, Engr. Jan Leiton Palaspas, and Engr. Rafael Domingo shared their expertise on the operation and maintenance of the turbine system with the participants.
Mary Jane Cabulisan, a resident, expressed her gratitude. “We are thankful to MMSU for bringing this project to our barangay. The light it provides will truly help our community.”
Another resident, Boyet Ubi, shared its impacts. “Now, with these turbines, we have cleaner, safer, and more affordable energy. It also motivates us to learn more about renewable technologies so we can maintain and even expand this system for the benefit of future generations,” he said.
Representing extension director Dr. Marlowe U. Aquino, Dr. Menissa Antonio, Chief of the Technical Advisory and Consultancy and Institutional Development, commended the initiative and emphasized the university’s strong commitment to sustainable energy projects.
“Our extension work is grounded in the principle of service excellence. We are committed to bringing the best of MMSU’s knowledge, expertise, and resources to the farthest barangays, ensuring that no community is left behind in accessing innovations that improve quality of life,” Dr. Antonio said.
The training gathered 40 participants, including 18 residents and 22 senior mechanical engineering students and fresh graduates who have worked on hydroelectric turbine projects.
With the knowledge and skills gained from the training, local stakeholders are more equipped to ensure the pico hydroelectric system’s long-term sustainability.
