MMSU gets excellent scores anew
As in previous years, MMSU once more obtained high performance scores in six areas of major final outputs (MFO) in fiscal year 2013-2014 as shown in two MFO Accountability Report Cards (MARC-1 and MARC-2) issued by the secretariat of Inter-Agency Task Force on the Harmonization of National Government Performance Monitoring, Information and Reporting Systems.
Such performance ratings received by the university made it eligible for the granting of the Performance-Based Bonus for its employees which covers FY 2014.
In the report furnished by DBM through Undersecretary Richard E. Moya, chair of the AO 25 Technical Working Group, MMSU was compliant in all areas where it was evaluated. The MFO report showed that in 2014, MMSU got high scores in higher education services (HES), advance education service (AES), research services (RS), and technical advisory extension services (TAES).
In the HES, for instance, MMSU got 331 percent in the overall assessment result in the percentage of programs accredited at Level 2. The university garnered 64 percent actual accomplishment of its programs that were targeted for accreditation. This is a big leap compared with the 19 percent accomplishment in 2013.
In Level 1 and Level 2, the university also achieved 300 and 248 percent, respectively. In the percentage of graduates who finished academic programs according to the prescribed timeframe, the MMSU got a high score of 158 percent.
In the AES, the MMSU got 167 percent in the performance of students who were rated as good or better in terms of timeliness of education delivery. As to the total number of graduates, and the percentage of them who were employed within six months after graduation, the university got 97 percent and 95 percent, respectively.
In the RS, the university got 114 percent in the number of completed research studies for 2014. On the other hand, the percentage of research projects completed in the last three years stood at 120 percent. Also in the TAES, the university registered 100 percent in the overall assessment results of all areas of operations.
Under the Support to Operations (STO) and General Administrative and Support Services (GASS) final outputs, the university got an impressive 117 percent rating for its faculty and personnel who were enabled to pursue advance studies, and another 101 percent in the number of staff that were trained in seminars and lecture series.
The only area where MMSU got less than 100 percent was in the ratio of total disbursement to total obligations under the item Budget Utilization Rate (BUR) where the university got an 81 percent mark.
In the Good Governance Accountability Report Card (MARC-2), the university was compliant in the use of the Transparency Seal, Philippine Electronic Posting System (PhilGEPS), cash advance liquidation, citizen’s charter, and its employees’ submission of their Statements of Assets, Liabilities and Net worth.
In the transparency seal, for instance, the MMSU is always open for scrutiny in its annual procurement plans, awarded contracts of projects, and the status of their implementation, evaluation and assessment reports.
In his letter to Dr. Prima Fe R. Franco, OIC of the Office of the President, Moya commended the university for “complying with the FY 2014 PBB requirements and qualifying to the granting of the bonus this year.”
“More than the granting of the bonus, we hope that the PBB has significantly contributed to your institution’s organizational and employees performance that led to concrete and visible improvements in the delivery of goods and services to the public,” Undersecretary Moya wrote.
