About the Center

The University Intellectual Property Office (UIPO) was established as a precursor of full-pledge technology licensing office. It is headed by the chief, Dr Dionisio S. Bucao, who is supported by licensing coordinators, Dr. Gliceria S. Pascua and Engr. Thomas U. Ubińa.

Center Objectives & Goals

Primary Functions

  1. Promulgate of rules and regulations affecting the intellectual property rights and ensuring its proper implementation.
  2. Evaluate and screen potential intellectual properties and facilitate and file licensing of intellectual properties including the prosecution of IP related cases.
  3. Monitor the royalty payments arising from the IPs.

Specific Functions

  1. Implement the approved university IP policy and ensure      compliance therewith by all university personnel and third parties;
  2. Promulgate rules and regulations and devise forms to effectively and efficiently implement these policies;
  3. Evaluate and screen copyrightable works, patentable and commerciable technologies, and plant varieties developed by the university needing protection;
  4. Supervise the disclosure of works created and inventions conceived or first reduced to practice by all university personnel;
  5. Facilitate the execution of agreements, affidavits, applications, complaints and other documents relating to works and inventions necessary to facilitate the university’s intellectual property rights;
  6. Coordinate with the appropriate legal office of the university with respect to requests for the filing of cases to ensure the university’s intellectual property rights;
  7. Monitor the progress of royalty payments;
  8. Certify disagreements to the appropriate office of the university that may arise from royalty distribution or sharing in accordance with the provisions of the guideline;
  9. Undertake activities such as workshops and symposia to familiarize personnel with the guideline as well as to continually solicit feedback on its directions and implementation;
  10. Maintain database on IPR application, patents and copyrights obtained and technology transfer transactions completed by the university; and
  11. Other tasks such as publications, marketing, production, distribution, filing patent applications, evaluation of disclosures needed may be outsourced by the UIPO upon the approval of the University President.
