MMSU HRMO staff learn from SEC best practices

To gain firsthand insights into the Securities and Exchange Commission’s (SEC) Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM), the Mariano Marcos State University - Human Resource Management Office (MMSU-HRMO) conducted a benchmarking activity with the Commission on November 24 at the SecECenter, SEC Headquarters, Makati City.
Representing the university were HRMO Director Gerard Ragudo; Recruitment Chief Venus Tumoc; Learning and Development Chief Joyce Tolentino; Software Development Chief Lee Carlo Simon; Awards and Recognition Chief Alexander Martinez, and Administrative Officers Pauline Balangue and Liezl Sales.
The activity exposed MMSU and other participating agencies to advanced HR systems, competency-based processes, and standardized mechanisms, particularly in performance management. Through this learning exchange, MMSU delegates gained an understanding of the SEC’s institutionalized HR governance framework that streamlines operational workflows and strengthens talent management.
During the session, Florielei Sih, OIC–Assistant Director of the Human Resources Management Division (HRMD-HRD), delivered an overview of SEC’s PRIME-HRM journey. Dianne Dimaguila, performance management officer, demonstrated the agency’s automated performance management system, featuring live online encoding, dashboard monitoring, real-time performance tracking, and automated consolidation of evaluation data.
Meanwhile, Claire Josephine Aranda, talent acquisition officer, presented SEC’s Recruitment, Selection, and Placement system; David Dominic Lanuza, assistant director of the Learning and Development Division, and Monica Joy Bernardo, Learning and Development officer, discussed the Human Resource Management Information System (HRMIS); Michelle Lee, compensation and benefits officer, explained the Rewards and Recognition system; and rounding off the technical presentations, Robert James Rodelas, supervising administrative officer, showcased the HRMIS Dashboard, which consolidates real-time HR analytics to support strategic decision-making.
SEC further emphasized the integration of competency-based systems across the four PRIME-HRM pillars—Recruitment and Selection, Learning and Development, Performance Management, and Rewards and Recognition —along with its standardized HR policies, documentation tools, and end-to-end workflows reinforced by quality assurance protocols.
The benchmarking initiative provided MMSU with data-driven insights into SEC’s HR systems automation, analytics architecture, and governance model. These replicable practices offer a roadmap for enhancing digitalization, process standardization, and strategic human resource management, which support MMSU’s ongoing efforts to strengthen its institutional capability.
