By Benedict Jay Collado
The RAISE Agribusiness Hub (ABH), based in MMSU, collaborated with ILAARRDEC to enrich the ABH Regional Operations Manual through a hybrid consultation workshop at the Center for Flexible Learning today, June 19.
The consultation served as a venue for stakeholders to review and provide recommendations on the proposed policies, procedures, governance mechanisms, and operational systems that will guide the operations of the Ilocos Region Agribusiness Hub.
The team worked along with the Regional Agri-Aqua Innovation System Enhancement (RAISE) Program Consortium Member Institutions (CMIs) including Mariano Marcos State University, Don Mariano Marcos State University, Ilocos Sur Polytechnic State College, Pangasinan State University, and University of Northern Philippines.
The CMIs of Ilocos Agriculture, Aquatic, and Natural Resources Research and Development Consortium (ILAARRDEC) also participated in the activity including the Philippine Carabao Center at MMSU, Bureau of Fisheries and Aquatic Resources Region 1, Department of Science and Technology (DOST) Ilocos Norte, Department of Agriculture (DA) Region 1, Philippine Rice Research Institute (PhilRice), DA - Agricultural Training Institute Regional Training Center I, and DOST - Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development.
ILAARRDEC Director and MMSU Vice President for Research, Development, and Innovation Nathaniel Alibuyog explained that the revision of the manual is a good way to standardize the operations of the hub.
The discussions focused on strengthening the manual’s provisions to ensure that the hub effectively supports technology pre-commercialization, enterprise development, innovation management, and agribusiness growth in the Ilocos Region.
“This is to ensure efficient service for our agro-farmers, to our fisherfolk, and even entrepreneurs, the micro, small, medium enterprises, and other emerging actors,” said Dr. Alibuyog in his message.
The recommendations and inputs gathered during the workshop will serve as key references in further refining the Operations Manual and strengthening stakeholder ownership and commitment toward the successful implementation of the Agribusiness HuB.
Meanwhile, the project team, headed by Prof. Ethel Reynda Calivoso, shared the progress of the agribusiness hub. This included facilitating participation of CMIs in national trainings as well as doing re-echo to their staff, conducting agripreneurship trainings to MSMEs in the region, engaging in regional pitch competitions, leading various region-wide pre-commercialization activities, and acquiring partnerships with business companies for technology commercialization.
The RAISE Program in Region 1 is funded by the DOST-PCAARRD and aims to strengthen regional innovation and technology commercialization initiatives. The Regional Agribusiness Hub is one the program’s four major components, serving as a platform for providing pre-commercialization support and facilitating the transfer of agriculture, aquatic, and natural resources technologies toward market adoption and enterprise development.
