Tech education, employee wellness core of MMSU–CSU partnership

MMSU and Cagayan State University (CSU) formalized a partnership on improving the well-being of state university and college employees in Regions I and II through the signing of a memorandum of agreement (MoA) on June 27 at the Ferdinand E. Marcos Hall.


Under the MoA, both institutions will implement an extension program dubbed “iWIN: Integrating Winning Innovations of Technology Education and Socio-Emotional Learning for Employees of SUCs and Employee Associations in Regions I and II for a Vibrant Education.” This initiative focuses on faculty and staff development by addressing socio-emotional needs and strengthening workplace skills.


The program also intends to boost emotional intelligence and self-awareness, improve stress management and self-esteem, and develop relationship-building and problem-solving skills among personnel in higher education institutions.


MMSU will lead the program’s development and training, using the iWIN model of the College of Industrial Technology (CIT). The university will provide training designs, technical advice, trainers, and consultancy services to participants. 


In return, CSU will identify and endorse participating faculty and staff, assist in training implementation, and provide logistical support to ensure smooth execution.


Besides the MoA, both institutions signed a memorandum of understanding on collaborative research, academic exchanges, community programs, and training initiatives, which will remain in force for an initial period of three years.


The agreement was signed by MMSU Vice President for Research, Innovation, and Development Nathaniel Alibuyog, representing MMSU President Virgilio Julius Manzano, Jr., and CSU Officer-in-Charge President Arthur Ibanez.


It was witnessed by MMSU Vice President for Administration and Finance Fides Bernardo Bitanga, Extension Director Marilou Lucas, Industrial Technology Department Chair Cahri Byron Joseph Hallar, and College of Industrial Technology (CIT) Extension Coordinator Fairie Anne Domingo. Representing CSU were CIT Dean Bryan Lacambra, Andrews Campus Internationalization and Partnership Coordinator Christopher Tulauan, and Gender and Development Coordinator Melvin Mora.


Dr. Alibuyog highlighted that the partnership demonstrates a shared commitment to workforce empowerment, community development, and academic collaboration. He added that this partnership equips the university community with tools to foster both professional excellence and personal well-being.


Meanwhile, Dr. Ibanez noted that the signed partnerships align with goals for human resource development, sustainable growth, and environmental stewardship.


MMSU President Virgilio Julius P. Manzano, Jr. expressed hope for a successful partnership with CSU. “Let us continue collaborating for the benefit of our instruction, research, extension, and employee development,” he stated.
