<P><FONT face="Verdana, Arial, Helvetica, sans-serif" size=5><STRONG>Retired university librarian to be conferred <EM>Professor Emeritus</EM> </STRONG></FONT></P>

THE MARIANO Marcos State University Board of Regents (BOR), during its 73rd regular meeting on Nov. 22, approved the Committee on Professor Emeritus Appointments’ endorsement for Prof. Bucalen C. Saboy to be conferred the title Professor Emeritus.

Earlier, he was nominated by the College of Arts and Sciences and the University Library System in recognition of his distinguishing contributions as an academician during his 25 years of service in the university.

Professor Saboy was “strongly” endorsed by the committee for his: outstanding achievement in library science, national and international recognitions, researches and publications, professional ethics and moral character, interest and active participation in other fields, and membership in learned societies. These attributes were based on guidelines approved by the BOR on Dec. 8, 2005 and on the Commission on Higher Education (CHED) scoring card for the granting of such honors as reflected in its Operations Manual dated January 2004.

The committee chaired by Vice President for Academic Affairs Nancy GB. Balantac gave Professor Saboy a final score of 8.02.  According to CHED, a nominee for the title has to obtain a final score of at least 8.
Attributes

Professor Saboy was instrumental in the establishment of the MMSU Library System and initiated the organization of additional special services such as the American Studies Resource Center, United Kingdom Resource Center, People’s Republic of China World Heritage Exhibit, Israel Information Center, Japanese Information Center, and Philippine Presidents’ Libraries.

He represented the country in various conferences, seminars, workshops, and fora either as a resource speaker or participant.

He was designated as special assistant to the Cordillera Bodong Administration chief executive in 1987 where he actively participated as a peace talk negotiator between the people of Cordillera and the Philippine Government.

He has conducted various historical researches and has written about these in various journals and other publications.

Prof. Saboy has a distinguishing attribute as an academician, particularly for his professional ethics and moral character.  He has inculcated in the minds and hearts of faculty and staff spiritual and moral values through his invocations, speeches, and dialogs.  He is admired as a Christian counselor.
