<P><FONT face=Verdana size=5><STRONG>ADCO HOLDS TESTIMONIAL PROGRAM FOR 5<SUP>th</SUP> MMSU PRESIDENT</STRONG></FONT></P>
In expression of gratitude to Dr. Saturnino M. Ocampo Jr., university professor and fifth MMSU president, the Administrative Council held on Jan. 15 a testimonial dinner dubbed \"Panangdayaw\" as he celebrated his 65
th birthday and official retirement from government service.In her message, President Miriam E. Pascua highlighted the numerous accomplishments of the man who came to MMSU in June 1999 to serve for five years as fifth president of the university.
Prof. Andres Y. Tungpalan, MMSU Faculty Association president, spoke about his experiences as a faculty member and faculty association president during SMO’s administration; architect Bienvenido B. Magno, former administrative services director, as a non-teaching personnel; and Graduate School Dean Annabelle C. Felipe, as a middle manager.
Dr. Ocampo, in his response, shared his plans after retirement from government service including possibilities of still working in government as consultant.
Top officials from Isabela State University, Quirino State College, and the Department of Science and Technology-I came all the way to MMSU to attend the occasion and express their wishes and gratitude to Dr. Ocampo.
Meanwhile, another testimonial program was held in honor of him by the Ilocos Norte Science Community (INSC), an organization of R&D agencies in the province that promote S&T. The creation of the INSC, then Batac Science Community, was initiated by DOST-I under the leadership then of Dr. Ocampo. Held at the University Training Center last Feb. 9, the program was attended by INSC officials and coordinators as well as some local officials.
As president of MMSU, Dr. Ocampo initiated efforts that led to the selection of the College of Engineering as CHED Center of Development in Ceramic Engineering; of the College of Agriculture and Forestry as Center of Excellence in Agricultural Engineering; and of the university as CHED Zonal Research Center for Regions I and II and CAR. The College of Education also continued to be the CHED Center of Excellence in Teacher Education during his administration. Five professors were accredited to scientist positions by the DOST during his term. He enhanced the university’s capability on information technology and made an aggressive campaign for advance education among faculty members that resulted in the sending of faculty members for graduate degrees. He initiated a culture of excellence in research shown in the overall efficiency of the university R&D system, number of projects funded by outside sources, awards garnered in regional and national research competitions, and the number of researches accepted for presentation in competitive research reviews, symposia, and fora. He intensified efforts in activities that were generating substantial income and scrapping those that were in the borderline resulting to millions in gross sales.
He was appointed CHED commissioner in October 2004 while serving his second term as MMSU president.
Prior to his appointment as MMSU president, Dr. Ocampo was DOST-ROI regional director, a position which he occupied for 14 years. He also served as concurrent DOST regional director for the Cordillera Administrative Region for seven years.
He was vice president for development of the Benguet State University and concurrent dean of its Graduate School from 1975 to 1983; and vice president for development at the Don Mariano Marcos Memorial State University from 1984 to 1987. Likewise, he served as agricultural extension officer of the Food and Agriculture Organization of the United Nations Development Program from 1981 to 1983 while on leave from BSU.
Dr. Ocampo has written and co-authored more than 30 papers published in the country and abroad. He initiated the establishment of the Northern Philippines Root Crops Research and Training Center based BSU, the Sericulture Research and Development Institute in DMMMSU, and the BSU-led Highland Agriculture and Resources Research and Development Consortium (HARRDEC). He also established the Batac Science Community, now Ilocos Norte Science Community, and the La Union Science Community.
Born on Jan. 15, 1944, Dr. Ocampo obtained the B.S. in Agriculture from the UP College of Agriculture in 1964. He earned his M.S. in Agricultural Education at the University of Illinois in 1972 and an Advanced Certificate in Education in 1973. Two years later, he received his Ph.D. in Education from the Ohio State University where he was elected member of the Gamma Sigma Delta Honor Society of Agriculture and the Phi Delta Kappa Professional Fraternity in Education.
Dr. Ocampo is a recipient of numerous awards. Among them are the \"Puon\" Research Award from the Northern Philippines Root Crops Research and Training Center in 1990, the Most Outstanding Government Official or PAGASA Award from the Civil Service Commission in 1993, and the Outstanding Ilocano Educator Award from the University of Northern Philippines in 1995.
