MMSU Soksay Dept launches TARIBAY project in Pinili

The Department of Social Sciences (DSS) spearheaded the PanagTARIBAY ITI ILI: Technological Assistance in Revitalizing and Initiating Boundaries Towards Yielding Productivity, Profitability, and Sustainability in the town of Pinili on December 9-10.
PanagTARIBAY is an extension program that equips barangay front-liners with skills and knowledge to fulfill their roles. It delivers capacity-building activities on governance and leadership, financial management, conflict resolution, violence against women and children, mental health, and the Pantawid Pamilyang Pilipino Program (4Ps).
Under the program are five projects: Advocacy on Knowledge Enhancement for Empowered Governance (AKEM); Developing Adept and Upstanding Leaders and Officials in government and non-government organizations (DAULO); Training, Assistance, and a Grassroots counseling approach to Alleviate psYcho-social barangay problems (TAG-AY); Training on theories and Applications of finance principles for LGU officials to establish an Efficient system for Keeping records and financial management (TALEK); and Unlocking 4Ps Beneficiaries' Potentials, Knitting wholistic Literacy, Revitalizing partnership and cooperation, Arranging trainings and Tutorials, Developing Self-knowledge (UKRAD).
The initiative is being implemented in three barangays—Sacritan, Liliputen, and Lumbaan-Bicbica. The first-day sessions gathered barangay captains, secretaries, treasurers, kagawad, tanod, lupon members, barangay health workers, and Sangguniang Kabataan officials.
Pinili Mayor Hon. Rommel Labasan expressed his support for such projects and looks forward to strengthening community leadership and improving public service delivery in the municipality, especially in said barangays.
On the first day at the Sacritan covered court, Faculty Association, Inc. (FAI) President Rex Belli Alejandro of Project DAULO discussed ethical and effective leadership. Dr. Leslie Kay Corpuz of Project AKEM steered the discussion on the overview of the barangay government system and its legal foundations. Prof. Bella Ramos, Project TALEK leader and PanagTARIBAY Program Leader, led the lecture on local public financial management.
The second day featured two simultaneous sessions. In Barangay Sacritan, Prof. Romelyn Pabro of Project TAG-AY led a session on counseling and conflict management for barangay officials.
Meanwhile, another session led by Project UKRAD was held at Barangay Lumbaan-Bicbica. This session focused on providing 4Ps beneficiaries with skills to address challenges and help improve their quality of life. Prof. Rodel Reyes facilitated a career guidance session and personality workshop for senior high school and college students, followed by Mr. Dave Louis Baptista’s discussion on rights and responsibilities. The lectures concluded with Ms. Maria Bernadette Macadaeg’s session on financial literacy and livelihood opportunities.
Vice President for Administration and Finance Fides Bernardo Bitanga commended the program, noting that it unites people and creates opportunities for people to serve their fellow citizens. Also present was General Services Director Bensen Pola, who coordinated with the three participating barangays through the Office of the Mayor.
Other members of PanagTARIBAY team present were Ms. Cyrelle Dominico, Mr. Rommel John Obena, Prof. Marjorie Garcia, Mr. Jerry Buenavista, Ms. Divina Grace Eugenio, Mr. Lester Saldua, Mr. Zackarias Damo, Jr., Mr. Leoj Jelfemar Dizor, Ms. Ana Marie Faith Corpuz, Ms. Jenna Mae Ruiz, and Mr. Mark Buenavista.
Running until 2028, PanagTARIBAY marks a significant step in strengthening grassroots governance in Pinili, helping equip local leaders and community members with essential skills for responsive and inclusive service delivery.
