MMSU, ASEP ink coastal engineering research pact

Mariano Marcos State University (MMSU) and the Association of Structural Engineers of the Philippines, Inc. (ASEP) signed a memorandum of understanding (MOU) on September 23 to strengthen collaboration in coastal engineering, structural resilience, and disaster risk reduction.
The signing was led by ASEP Vice President Ernesto Malicad, who represented President Ademar Pama. On the part of the university, Vice President for Research, Development and Innovation Dr. Nathaniel Alibuyog signed on behalf of MMSU President Virgilio Julius P. Manzano, Jr. The Ex-Officio Director and Chair of ASEP Special Committee on Tsunami Dr. Lessandro Estelito O. Garciano was also present as one of the witnesses in the agreement.
In his message, Dr. Garciano emphasized the partnership’s potential to generate research outputs that may contribute to the enhancement of the National Structural Code of the Philippines (NSCP). For Dr. Alibuyog, the partnership would allow research to eventually translate to tangible results. “Laboratory research achieves its true purpose only when it leaves the lab and enters the real world to protect human lives,” he added.
The collaboration between ASEP and MMSU also seeks to maximize existing research resources in the country, particularly in using the specialized wave flume laboratory at the Coastal Engineering and Management Research and Development Center (COASTER) building. As the first and only facility of its kind in the country, allowing Filipino students and researchers to use it would reduce the need to travel abroad for wave flume testing.
After MOU signing, the ASEP delegation visited COASTER’s wave flume facility to explore its capabilities for experimental studies, particularly on structural stability under tsunami wave conditions.
