BOARD OF REGENTS – Central Student Council (CSC) President Emil James P. Tanagon took his oath of office as member of the MMSU Board of Regents (BOR) during its 98th regular meeting, June 6, at the Don Mariano Marcos Memorial State University-North La Union Campus in Sapilang, Bacnotan. He took over from former regent Reindel Owen E. Salvador who graduated as magna cum laude in BA Sociology during the 34th University Commencement Exercises on April 2.
Elected as CSC president on Feb. 9, Tanagon will serve for AY 2012-2013 during which there are four regular meetings. He will also have the privilege of participating in the first-ever selection of a private sector representative to the board in a special meeting to be held sometime in July.
Regent Tanagon is the 16th CSC president to sit in the board. Including him, the following (COE, 6; CBEA, 4; CHS, 3; and CAS, 3) have served as such starting on the 35th regular meeting on Oct. 27, 1997: Ryan Rollaine D. Simon, CAS; Allen Dwight O. Riñen II, COE; Bryan John D. Corpuz, CBEA; Verena Lace B. Ouano, CHS; Ace Joseph R. Rumbaoa, CAS; Jonas Paul B. dela Cruz, COE; and Reindel Owen E. Salvador, CAS.
Among all the CSC presidents and student regents, only Ace Joseph R. Rumbaoa served for more than one term (AYs 2008-2009 and 2009-2010).
During the summer term, when the CSC president had graduated and election time was not yet rescheduled from June or July to February, the CSC vice presidents represented the student body in the board. The following served in that capacity: Antonio O. Sagun Jr., CAF; Marjoroy L. Talaña, CAS; and Kristine Dianne M. Marders, CHS.
Membership of a student regent in the governing board (GB) of the university is by virtue of Republic Act No. 8292 approved on June 6, 1997 which provides for the uniform composition and powers of the GBs of state universities and colleges in the country.
Tanagon is a senior BS Accountancy student of CBEA. He is also president of the MMSU SIFE (Students in Free Enterprise).
The board is composed of CHED Commissioner William C. Medrano as chair, MMSU President Dr. Miriam E. Pascua as vice chair, and the following as members: Sen. Edgardo J. Angara as chairman of the Senate Committee on Education, Arts, and Culture; Rep. Juan Edgardo M. Angara as chairman of the House Committee on Higher and Technical Education, DA Region I Director Valentino C. Perdido, NEDA Region I Director Juan B. Ngalob, DOST Region I Director Elsa R. Chan, MMSU Faculty Association President Marcial D. Gabriel, MMSU Federated Alumni Association President Bismark Angelo A. Quidang, and Student Regent Tanagon.
In board meetings, Ilocos Norte Governor Imee R. Marcos represents Senator Angara while Ms. Ria Christina G. Fariñas, chief of staff of Ilocos Norte First District Rep. Rodolfo C. Fariñas, represents Congressman Angara.
